Who is the all time true Queen of Hip Hop to have debuted in the last 20years?

With the current success of new comer, rapper Nicki Minaj, tongues are lagging and new found interest in whose the all time greatest female M.C. is stirring up quite the debate. We ask you to name who you think is the best to do it in the last 20 years…
Off the top the strongest contenders for the crown (as well as most obvious) are:
“The Consistent artist” – Missy Elliot, who has 5 platinum plus albums and 11 top 10 singles on the hot 100 chart (that she’s release or was featured on).
“The high peaking artist” – Lauryn Hill, who holds the record for having the biggest selling album by a female rapper to date (8 million in the U.S. alone). The Miseducation of Lauryn Hill is considered by many to be a masterpiece and garnered critical acclaim when it debuted. She’s a rare kind of artist whose rapping and singing abilities were both equally impressive.
“The standard” – Lil’ Kim, is thought of by many as the most memorable or perhaps the most controversial. Her lyrics with the debut of her first album “Hard Core” was raw and ground breaking. It went on to sell over 2million records as well as allowed those that followed behind her to be more sexually expressive.
“The credible lyricist” – Foxy Brown, may have said it best on a diss record referring to Lil’ Kim,  “you’re an industry chick, I’m the industries chick”. She is well respected by the men in the rap world for holding her own and “spitting” on a record as well as any hardcore male rapper. She arguably at one time had the most street credibility.
“The Maxi miser” – Eve, became the household name (and only one in the bunch) that have taken over the fashion and television world. The Grammy award winner would see the start of her own clothing line “Fetish” as well as the UPN launch of her own sitcom “EVE” which she starred in, in 2003.
